This is useful if you have a pure text file witch is a list of emails. all the emails will be used to make a range of new users - the userpart of the email will be theire username on the forum, while thay will be emailed a password to use.
This can be handy if the message board is used on e.g. a school - every fall new students starts the school - if the admin is reciving a text file, witch hold all the new studenst email - then he/she can quickly make all the new students registerd members of the forum.
info: in standart phpBB2 admin may allow the students to change there username

(if a how-to is EM ready, it will mostly be bullet prof, since a machine is more picky than a human.
