How change the vote permission to all in specific sections?

This mod, makes it posible to assign PRIVATE permissions to guest users
guest users can therby have different permissions than REG users
guest users may even have MODERATOR permissions inside a forum - if one should wish

Hey..I am searching for a mod that allows a guest to vote. I dont want to change the entire forum for guest only, only the abillity to set vote permissions to All. I this the right mod for this? And what actions should i not take when using this mod?
