after the installation of the mod, you will (if you have permission to do so) be able to select "global announcemnet" when posting a new topic - same way as selection "annoucement" in a regular phpbb2.
first of all, make shure you are logged in as admin, this will inshure you do have the preveliges.
about the icon not showing problem, can you describe a litle more detailed, about how it looks by now - does a "empty" image appear, or does no image at all show....remeber the placement of the code IS importent, also remember to READ the how-to, it have been tested to run with EM, witch basically mean a machine can read, understand and execute without any truble, a human should be able to do the same + some mistakes....
the result when EM is installing the mod is a working MOD, so I must asume you have modifyed the files wrongly if it does not work for you.
to locate where it when wrong, there are some steps to do, first, I asume you are able to POST the global announcement, and that is shows in every forum, and only the image is missing, correct ?
if so, make shure the image is uploaded, and that all your tempaltes are modifyed, if in doubt swith to subsilver, and test with this.

I have the same problem with icon here, but the announcement works ok and everything goes fine, just the icon
i have pretty heavy moded forum, it must be just some little thing perhaps.
Anyway i double checked the install and its all there, nothing missing
and the icon its showing is 'templates/subSilver/images/folder_announce.gif'
That is all i can tell about it

Nobody knows?. I have also the problem = (. I check many times the installation, but I do not find some error.

I believe that this failure has to do with the MOD "Split Topic Type". Test to install the MOD "Global Announcement" without the "Split Topic Type" and the image was shown correctly. :s
