Shoutbox_Max.php not working

For some strange reason my shoutbox_max.php is looking really weird

http://forum.moustacy.com/shoutbox_max.php it doesn't show the posts in it just a box to type in with NO submit buttons at all. I went over all the code and everything is correct so I'm trying to figure out what the problem is any suggestions?

it cant be the theme im running because it worked on my old board http://www.moustacy.com/gottafix/shoutbox_max.php
