i want the width of the shoutbox to 70% but i cant find where i can do that can you guys please help

Don't change the width of the iframe, that has to be 100%, you have to edit the width of the table where the iframe is located.

Ive had this problem myself with one of my boards. copy the templates .css file remove anything that would reduce its width, upload new .css file renamed to shout.css or something then edit the shoutbox tpl files there are 2 fo them with this in "{T_URL}/{T_HEAD_STYLESHEET}" change that to "{T_URL}/shout.css" or "www.yourspace.de/forum/template/name/shout.css"

That's something different

This is the width of the shoutbox, not the look.
