Are these files in the right folders ?

This mod, will add the ability to make "newsletters" and other customised mass emails, status is showen while sending mass email
It will also be posible to grant other users permissions to send mass email to a specific usergroup

Best Location for the email link

I think the best location to have the link to email groups would be in the usergroups page. You should also have code to prevent it from being seen by anyone but the admin and the mods.
It seems to me that you would want to select the usergroup that you wish to email, go to the page for that usergroup, and then have the link show up.
