the setting PRIVAT, is if only members of the usergroup are to be allowed to mass email the other members of that usergroup.
if you would like all your moderators on your board to be able to mass email a specific usergroup, then go into group management and select MOD to allow mass email, I think this is what you would like to have
and you need ofcouse still to have applyed the changes you already done
