Redirect isnt working :(

Everything seems to work except the banner isn't redirecting. It's getting stuck on the Click Here if Your not redirected... and, the link don't work.

Okay I tried every fix here, now I'm just confused.

Mod Version: 1.3.7
Browsers: IE 6.029, AOL 9.0, Firefox (latest) shoot I tried opera too
Any suggestions. I see the one up top working fine. Anyone got it working for them well can share a file please?
