it should look like that - it is the default values, when creating a new usergroup, it really doesne't matter with the values, as autogroup mod is disabled for new usergroups by default ('group_count_enable' => '0')

What happens if you change the values e.g.
post count = 5
post count max = 10

and then mark the add/delete users - still 0 added/deleted or ?
what happens if you after this re-enter the 1/99999 vaules and mark the add/delete users..

have you installed any other "post count mods" witch could interfere with this mod...

what about a link to your site
(if a how-to is EM ready, it will mostly be bullet prof, since a machine is more picky than a human. :D)

and I am 90% sure there are no Mods of that nature that would effect other mods.

Ok, now I have tested your file, andit did neither work here, so a problem in the file...

more specific the location of the added code here:

if ( !$db->sql_query($sql) )
{
message_die(GENERAL_ERROR, 'Could not update group', '', __LINE__, __FILE__, $sql);

if ($group_count_delete)
.
.
.
.
.

the green code is the original code, while the red is wher your problem start - go look in the how-to, to see wher ethe code should have been...
take special care about { and } in the FIND tag, and place the CODE AFTER the }

just a litle error, but sadly this makes the mod not work :D - hope you get it
