I applyed this mod and when ever i add a user it automatically make tham an admiin....

This piece of code is copied directly from the install.txt file. It is text which shows INSIDE the admin panel when creating a new user and gives you the complete answer to your question. In short, open admin.php and change the default id from 2 to any other id you would like to use as the "standard" user to start with.
